Second Constructive Dialogue following the Working Group on Firearms (5 May 2023)



The 2023 Constructive Dialogues for the Review Mechanism of the UN Convention against Transnational Organized Crime (UNTOC) and the Protocols will take place in hybrid format (in Vienna and online) following the conclusion of the Working Groups on (i) Firearms, (ii) Technical Assistance, (iii) International Cooperation, (iv) Trafficking in Persons, and (v) Smuggling of Migrants.

The second Constructive Dialogue on Firearms with relevant stakeholders, including non-governmental organizations, took place on Friday, 5 May 2023, following the 10th session of the Working Group on Firearms, in accordance with paragraph 53 of the Procedures and rules for the functioning of the UNTOC review mechanism.

Objectives of the Constructive Dialogue

  • Briefing participants on the developments and outcomes of the review process.
  • Collecting input and suggestions from participants, including their contributions on ways to improve the implementation of the Convention and the Protocols thereto.
  • Cooperating with non-governmental organizations to combat transnational organized crime and to promote and review the implementation of the Convention and Protocols thereto, in accordance with article 32, paragraph 3 (c), of the Convention.

Multi-stakeholders’ Preparation Day (4 May 2023)

The Multi-stakeholders’ Preparation Day prior to the Constructive Dialogue on Firearms took place on 4 May from 09:30 a.m. to 5:30 p.m. in a hybrid format, it included a briefing on the Constructive Dialogue, a thematic discussion on stakeholder engagement in the implementing and reviewing the Firearms Protocol, reflection and exchange on the outcomes of the 2022 Constructive Dialogue on Firearm, and an introduction to the Stakeholder Engagement for UNTOC training, and networking opportunities. The UNODC, The Alliance of NGOs on Crime Prevention and Criminal Justice, and IANSA hosted a discussion on “Civil Society Engagement in Implementing and Reviewing the Firearms Protocol” to prepare for the Constructive Dialogue on Firearms.”
