Third Review Conference on the Programme of Action (RevCon3)

Every six years, a Review Conference (RevCon) is held at UN Headquarters to review progress made in the implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects (PoA) and the International Tracing Instrument (ITI). RevCon3 took place in 2018 and served as a vital opportunity for countries in all regions to strengthen and improve efforts to reduce the proliferation and misuse of small arms and light weapons. The President of RevCon3 was France.

RevCon3 focused on:

• Recognizing the urgency of the threat of SALW;
• Strengthening and sustaining commitment to the PoA;
• Ensuring a comprehensive approach to the illicit trade in small arms;
• Prioritizing concrete achievements.

The prioritized themes pertaining to the PoA for RevCon3 included:

• The illicit trade in ammunition;
• Links between small arms reduction, SDG 16.4 and development;
• Gender-based action to curb arms proliferation;
• Measures to address pervasive armed violence in crime as well as conflict settings;
• Synergies in implementing the PoA and the Arms Trade Treaty.
